Abstract:

This work outlines the foundational components required to enable effective Space Traffic Coordination and Management (STCM) in an increasingly congested and contested orbital environment. It defines STCM terminology and scope, situating STCM within the broader assurance value chain that includes Space Situational Awareness (SSA), Space Domain Awareness (SDA), and Space Environment Preservation (SEP). The presentation identifies essential STCM services, including accurate ephemeris generation, conjunction assessment, maneuver detection and characterization, and transparent quality metrics for orbit determination and prediction. Emphasis is placed on the role of sensor- and format-agnostic data fusion, which integrates optical, radar, passive radio frequency, and operator-provided data to improve accuracy and persistence of space object knowledge. The work analyzes common sources of STCM error, such as unmodeled maneuvers, data latency, and inadequate force modeling, and demonstrates how advanced maneuver processing and fusion reduce operational risk. It further examines the interaction between regulations, standards, guidelines, and industry best practices in supporting scalable STCM frameworks. The presentation concludes that robust, commercially available STCM enterprise capabilities are essential to sustaining space safety, security, and long-term operational viability.
