Mitigation of collision risk is critical for space operations safety and long-term sustainability. Robust mitigation approaches are based on actionable SSA products, performing conjunction assessment analysis, estimating collision risk, and conducting avoidance maneuvers. But beyond the typical components of conjunction processing, one is still left with questions concerning the accuracy and actionability of the results for a predicted conjunction and a possible satellite maneuver. This paper examines factors that can affect and even degrade the conjunction process, including force model errors, observation irregularities, and maneuver information. Aspects considered include positional accuracy, timeliness, and other relevant challenges.
